First time swapping sugar out - will this small Classic pouch cover a trial bake or two?

Comfortably - 235g covers a sponge, a batch of biscuits and a week of hot drinks, which is exactly the audition it deserves. Graduating to the 454g or 800g bag later costs less per gram.

Can I swap it 1:1 for caster sugar in a Victoria sponge?

Spoon for spoon, yes - that's the label's intended use. Expect a slightly paler, denser sponge, since erythritol doesn't brown or trap air quite like sugar when creamed - still a proper cake, just not a photocopy.

Why does it feel cold on the tongue straight from the spoon?

Monk fruit itself has no bitter edge - what some people notice with erythritol blends is a brief cooling feel, a bit like mint without the flavour. It's mildest in baked goods and warm drinks, and most people stop noticing it after a few uses. Tasted neat it's most noticeable; baked into a cake it largely disappears.

What's actually in it - is this just another blend of chemicals?

Two ingredients: erythritol, a sugar alcohol found naturally in some fruits, and monk fruit extract, from a fruit long used as a sweetener in Asia. The blend exists so it measures like sugar while the sweetness comes without the sugar.
